 Emergency Support Functions (ESFs) are the primary mechanism through which the federal government groups resources and capabilities into functional areas to assist state, local, tribal, and territorial governments during presidentially declared emergencies or disasters. The ESF structure is codified in FEMA's National Response Framework.

 Under the National Disaster Recovery Framework, FEMA defines Recovery Support Functions (RSFs) as coordinating structures that group federal capabilities to help local, state, tribal, and territorial governments manage long-term disaster recovery. They facilitate problem-solving, improve access to resources, and foster collaboration across agencies and non-profits. [1, 2]
